A causa dell'insostenibile gravità della situazione, il governo Ucraino ha chiesto una riunione di emergenza della Commissione Trilaterale, composta da Unione europea, Russia, Ucraina e proprio in questa sede, mercoledì 31 marzo la Russia, ha rifiutato una proposta per ricomporre il cessate il fuoco.
